Rural communities are vital to Canada’s identity and economy. Covering 95 percent of the country’s landmass, they are home to diverse cultures, rich natural resources, and significant untapped potential. While these communities face unique and complex challenges, they also offer important opportunities for sustainable growth, resilience, and nation-building. Understanding rural realities is essential to shaping an inclusive and prosperous future for all Canadians.
The Federation of Canadian Municipalities (FCM) recognizes that now is the time to strengthen the voices of rural communities and chart a clear path toward a stronger, more effective federal-municipal partnerships. We partnered with FCM to develop a comprehensive report exploring five key policy issues facing rural municipalities.
Our team:
Synthesized research on five key policy areas; Digital connectivity (broadband and mobile), climate adaptation and mitigation, infrastructure and transportation, housing and homelessness, and community safety,
facilitated a workshop and large group discussions with FCM rural, remote, and northern forum members,
interviewed municipal leaders and industry experts across Canada, and
co-developed clear, actionable recommendations alongside FCM.
The result is a clear municipal perspective on these issues, grounded in current realities and paired with practical recommendations to support community well-being.
